Dhaka Mass Transit Company Limited (DMTCL)

Mr. M. A. N. Siddique has joined as Managing Director of Dhaka Mass Transit Company Limited (DMTCL), a Government Owned Company, on 26 October 2017. DMTCL is the Owning Company of Metro Rails in Bangladesh. Immediately before taking the current assignment, Mr. M. A. N. Siddique served as the Secretary of the Road Transport and Highways Division, Ministry of Road Transport and Bridges from 16 November 2011 to 11 October 2017. He started his civil service career in the year 1983 as a member of BCS (Administration) Cadre. During this long journey of his career, he worked in various capacities of administrative service both in field & secretariat. He also worked at the Bangladesh Mission in Jeddah, Kingdom of Saudi Arabia.

In the field administration, he served as Assistant Commissioner, Additional Deputy Commissioner, Deputy Commissioner, Additional Divisional Commissioner and Divisional Commissioner. During this tenure, he familiarized himself with ground realities of good governance and development. While serving as the Deputy Commissioner of Sherpur, he pioneered in introducing primary graduate examination which has now been nationalized as the Primary School Certificate (PSC). He brought a noteworthy change in sanitation scenario in line with Millennium Development Goals. He also motivated local farmers to cultivate Char-lands with suitable non-traditional crops. As the Commissioner of Chittagong Division, he introduced popular "One Upazila-One Issue" concept to address one of the major problems of that upazila or to promote a prospect of that upazila further. Besides, he introduced Contour Farming for Orchards in the Chittagong Hill Tracts which is now a popular way of orchard farming there. He also encouraged the people of Laxmipur area in cultivating Soya-bean having a grand feedback. Moreover, he played a significant role in developing District Portal in all the districts of Chittagong Division. He has also worked for transgender issue in mainstreaming transvestites. -2-

He was the Secretary of Bangladesh Services Limited (Owning Company of Dhaka Sheraton Hotel) and concluded the long pending extension works of the hotel which was praised worthy. The Hajj management and services to the Hajjis got improved a lot during his tenure as Assistant Hajj Officer. As Project Director of the Secondary Education Sector Development Project (SESDP), he put mentionable contribution in introducing Creative Question in public examinations. While working as Director General of the Department of Narcotics Control, he initiated mobile courts in this field for the first time in Bangladesh to fight against drug abuse and illicit drug trafficking. He also worked as the Director General of Chief Adviser's Office and Prime Minister's Office and played effective roles in coordinating the various important programs of the Government.

At the early stage of his career, Mr. Siddique worked as Assistant Secretary (Cabinet) in Cabinet Division and as Senior Assistant Secretary in the Ministries of Home Affairs, Environment and Forest as well as Civil Aviation and Tourism. He played an outstanding role in updating and compiling various guidelines, circulars, notifications etc. including Charter of Duties of the Deputy Commissioners while serving as Additional Secretary of the Cabinet Division.

With sheer dynamism and strong leadership he has introduced and implemented new ideas and innovations as the Secretary of the Road Transport and Highways Division. He is the pioneer in introducing some digital innovations in Transport sector in Bangladesh. Among these, major innovations are - Online Banking System to collect motor vehicle tax and fees, Web based Learner Driving License, Smartcard Driving License, Retro Reflective Number Plate, Radio Frequency Identification (RFID) Tag, Digital Registration Certificate for vehicles, e-ticket for BRTC bus service, Rapid Pass to pay fare for any mode of transport by a single card with a facility of e-clearing house for the service provider, Wi-Fi Internet Service for BRTC Bus Passenger, Vehicle Tracking System through RFID Tag, Digital Vehicle Inspection Center (VIC) for testing fitness of vehicles, Web Based Toll Plaza Management, Highway Road Network Mapping using Geographical Information System (GIS), Marking of important bridges and establishment of Road Transport and Highways Division on Google Earth and Google Map etc.

He has brought in new ideas for the improvement of highway network and urban transport system. The major ideas are - Articulated Bus Service, Bus Rapid Transit (BRT), Elevated Mass Rapid Transit (MRT), Underground Metro, Upgrading all National Highways into 4- Lanes, Expressway, Marine Drive, Using Tetra pod for the protection of Marine Drive. -3-

In addition, most of the existing Acts, Rules, Regulations, Strategic Plan, Master Plan, Policies, Guidelines relating to Road Transport and Highways Division have been revised and upgraded under his initiatives. His efficiency and dedication in the public service also played a vital role in bringing some new guiding principles and set of laws in the aforesaid sector. Introducing of external monitoring system from the Road Transport and Highways Division has improved the highway network up to the satisfaction of the road users. With his vibrant leadership he has launched de-briefing sessions in English for the officials returning from foreign tour to develop English speaking skill and to share the gathered knowledge with colleagues from the external exposure.

Mr. Siddique was a Syndicate & Senate Member of Chittagong University, Comilla University and Chittagong University of Engineering & Technology. He was also a guest faculty of both public and private universities.

In Judicial field Mr. M. A. N. Siddique worked as Magistrate 1st Class, Magistrate Specially Empowered, Additional District Magistrate, District Magistrate and Appellate Authority of the District Judges of Rangamati, Khagrachari and Bandarban Hill Districts. Besides, he worked as the member of Advisory Board formed under Special Power Act, 1974 from 2010 to 2017.

Mr. Siddique graduated in Economics from the University of Dhaka and also did his Masters in the same field from the same University. He also did certificate course on German language from Dhaka University. He obtained Post Graduate Diploma in Local Government Management with High Distinctions and MSS in Development Administration from Birmingham University of United Kingdom. He completed various in-service training courses in home and abroad successfully. He has published more than 10 articles on development and administration in different journals and newspapers in home and abroad. He was the Chairman of the Board of Directors of Dhaka Mass Transit Company Limited (DMTCL) and Dhaka Bus Rapid Transit Company Limited (Dhaka BRT). He was also the Member of the Board of Directors of Bangladesh Infrastructure Finance Fund Limited (BIFFL). He received Prime Minister's award for outstanding Roof-top Gardening.

Mr. Siddique visited Australia, Bhutan, China, Canada, Egypt, France, Germany, Greece, Hong Kong, India, Indonesia, Japan, Kingdom of Saudi Arabia (KSA), Malaysia, Myanmar, Nepal, Norway, New Zealand, Philippines, Pakistan, Qatar, Russian Federation, South Korea, Singapore, Spain, Sri Lanka, Sweden, Thailand, Turkey, United Kingdom (UK), United Arab Emirates (UAE), United States of America (USA), Vietnam to attend various meeting, seminar, symposium, convention, conference, workshop, negotiation etc.

Mr. Siddique was born in Narshingdi in 1957. He is married to Ms Nasima Sultana and blessed with three children.
